Law of the Pension Fund for Engineers
One of the main missions of the OEA is to provide the engineers with a better quality of life where they can feel safe and appreciated throughout their experience in the engineering profession. Therefore, a pension fund was established by the two orders of engineers, in Beirut and Tripoli in accordance with the provisions of Article 52 of the Engineering Practice Law and the Engineers Syndicate issued on 22 January 1951.
The purpose of this fund is to provide a pension for Lebanese engineers who are unemployed due to age or illness and their families after their death, in accordance with the conditions stipulated in this law.
The second article of the law provides that every Lebanese member, who meets the conditions set forth in this law shall participate in the pension fund.
The Fund is managed by a committee composed of:
The president of the order or his deputy in his absence
Member of the OEA Council elected by the Council for one year, renewable
The last president of the order, who had just completed his term, as a member for three years
Three members elected by the OEA Council for a period of three years from among the former members
Three members elected by the General Assembly for a period of three years from engineers who have been members of the OEA Council for at least three years
The Fund Management Committee meets once a month to review the accounts of the Fund, the expenses, and the imports. The Chairman has the right to invite the Committee when necessary. The meetings are not considered official unless attended by more than half of the members, including the president or his deputy.
Each year, the General Assembly elects a three-member Oversight Committee to audit the records and entries of the Fund's books.
Every member of 64 years of age shall be entitled to benefit upon his request from a full pension if the number of years of his enrollment in the trade union has reached at least twenty-five years. If the number of years has been reduced, he shall be liable for the number of his enrollment over of the 25 years. The member shall not be entitled to retirement if the number of years of his enrollment is less than fifteen years.
Every joint engineer in the Fund suffers from a permanent illness or disability which prevents him from practicing the profession has the right to benefit from his relative pension as specified in Article 14 if the total number of years, that is at least fifteen years.
The retired engineer is forbidden:
To comply with, or renew his contract with any order of engineers whether in Lebanon or abroad
To take on any work that would compete with his colleagues or harm them, but he is entitled to provide technical advice to colleagues only and at their request and under special permission of the Fund Management Committee after taking the approval of the Council of the Order.
To perform any act that is contrary to the dignity of the Engineer
To do any other work without the presence of the president and obtain a prior leave from the Fund Management Committee.
The Social Fund of the Order of Engineers in Tripoli
The Syndicate of Engineers in Tripoli has a special fund for social contributions called 'Social Fund for Social Work' for all engineers affiliated with this union based on Article 8, paragraph 16, Article 10, Article 28 of Law No. 636, Organization of Engineering Professionals 1997, and Article 11-1 of the internal rules of Procedures of the order.
The Fund's main objective is to strengthen the bonds of solidarity and familiarity between the engineers of all their categories, elements and competencies, and thus all of them under a single services category. These include:
Hospitalization and health services program
Social Services Program
Other programs
The subscription is obligatory for every engineer registered with the Syndicate in Tripoli and the members shall pay a special annual subscription fee. Nevertheless, the subscription is optional for:
The members of the associate's family are entitled to health care and hospitalization programs for an annual fee of their own
For all retired engineers and their family members
All engineers, employees and contracted from the public and private sectors provided by other external health coverage.
For all engineers who live abroad and their family members.
The utilization and benefit from the hospitalization and health services program is immediate for each member, either compulsory or optional, after filling out the special form and paying the annual fee for the hospitalization program in addition to all the fees and contributions due for the previous financial year.
Social Services Program
This program is mandatory for each associate engineer and includes the following contributions and services:
Life and accident insurance
Financial assistance and loans for specific benefits on terms and conditions to be determined by the Council later
Grants decided by the Board of Directors of the Fund, concerning the needy and the disabled engineers or their families, (the cases and the duration)
To cover the difference of the retired engineers and their families and the families of deceased engineers residing in Lebanon and those who are enrolled in the second-degree health and hospitalization program.
This Fund is administered directly by the Council of The order which is subject to the provisions of Part 5 of the Syndicate's Bylaws. The Board of Directors of the Fund examines the issues related to the Fund and shall take the relevant decisions and shall consider, in particular, the following matters:
Apply the provisions of this fund
Supervision, management and control of all the work of the Fund
Prepare the annual report and the annual budget before presenting it to the delegates for ratification.
To review and audit the accounts of the Fund and to verify the existence of any error, malfunction, excess, misuse or any other violation of the Fund, to propose the necessary investigations to prosecute those responsible at the judicial, administrative, financial and administrative levels.
Collection of funds, entitlements, contributions, and imports
Disbursement of advances, assistance and loans to the members of the Fund
Audit and decide on the payment of fees, collection of fees, management of the Fund's account in banks and supervision of the collection and storage of funds.
The ownership and investment of the movable and immovable property needed for the course of the fund’s business or for the purposes for which it was created
The fund management team has the right to appoint a special committee to manage the fund, which will be entrusted with all the powers vested in it under this system provided that the work of this the committee shall be under its supervision and oversight.
